The salaries of these 29 mm and women are paid for by the Hong Kong Government. They fom the nucleus of a Fisheries Depɛrtment. In view of the facts that Mr. Berklots will not be available, Lt. Collings' appointment terminates in March, Mr. . Y. Lin has been borrowed from the Research Unit and the present secretary is only lent by a commercial firm, certain appointments are necessary.
Proposals:
(1) Director of Fisheries: My argument, which has been recognised by Mr. C. 7. Blokling, Fisheries Adviser, and which I have submitted in writing to r. R. H. Burt on 28th January, is that a senior competent and experienced man is required rather then one or more juniors. The Director of Fisheries would be responsible for (a) the organisation of the Department, (b) the rehabilitation of the Fishing Industry in so far as funds and materials made available under the Young Forking Plan permitted (a very big job), and (c) very close supervision of the Fisheries Cooperative until such time as a Cooperative officer were appointed. He would NOT be responsible for any research save perhaps ad hoc problems. After discussion with Mr. C. F: Hickling post qalary of £15%, shtimund tơ be lent by the Research
as £1300 Department until he can be replaced. His genius has been responsible for the whole set up. His present salary is £600 but he is worth more.

(111) The Hong song Government appoints one of its steno- graphie staff to be secretary or senior stenographer. I suggest that Miss Olive Redwood (46, Sunnymede Avenue, Gillingham, Kent be considered.
2. Supplies.
Prior to the liberation of Hong Kong, the Young Jorking Party estimated the requirements for the rehabilitation of the Fishing Industry in Hong Kong and Treasury authority has been granted for expenditure up to 287,713 + 25.
In view of information obtained in Hong Kong concerning conditions there after liberation, and in accordance with a recommendation of the C.-in-C. Hong Kong, the items within the programme are being revised by me. It has been recognized that a considerable part of the sup lies should be obtained locally. For example, to relieve the strain on the world cotton supplies and because the Hong Kong fishermen prefer ramie (normally imported from Kwangai and Kwangtung) no demand is being made in London for cotton fishnets and an endeavour is being made to procure ramis locally. Steps are being taken to procure supplies for the rehabilitation of the Fishing Industry according to the revised list and within the existing Treasury authority.
Fisheries Cooperative.
The staff in October 1945 numbered 128. It included the staff of the four district syndientes (45), the staff at the Kennedy Town Market (67), and lorry drivers md fitters (16). It did not include staff of the fish tenders which are supplied by the Harbour office. These 188 are paid out of the maseta or the Cooperative. It is probable that since October the staff has increased by a dosen or more. In December the average daily sales of fish exceeded in value £8,500. It must be understood that all supplies needed by the Cooperative will be obtained through the Fisheries Departamt.
